Extra Care Housing Programme
ARC Resolve led Surrey County Council’s Extra Care Housing programme, a county-wide initiative to deliver sustainable, inclusive homes for older and vulnerable residents. The programme was nationally recognised by Homes England for innovation in public-sector housing delivery. It required close coordination between the Council’s property, adult social care, procurement and finance teams.
We managed multidisciplinary teams across several development sites through feasibility, planning, and procurement, ensuring each scheme met viability, design, and accessibility standards. Public consultation was a key component, with workshops held for residents and local councils, and proposals presented to planning committees and Members.
Strong governance was maintained through senior officer and member engagement, structured reporting, and transparent decision-making. The result was a robust, deliverable pipeline of Extra Care Housing projects that met client requirements, generated significant revenue savings and provided a replicable model for future schemes across the county.
Social Value Experience Mentoring Commitment

Case Study – Horley Supported Independent Living
We recently managed the handover of the Horley Supported Independent Living project for Surrey County Council. Early consultation with the Council’s property, adult social care, and facilities management teams ensured that stakeholder needs were addressed reflected in the early planning stages and incorporated handover requirements into the main contractor tender documentation. In preparation for completion, we delivered collaborative site familiarisation sessions, live (and video recorded) system tutorials, searchable O&M manuals, and technical training workshops. We worked closely with the main contractor’s aftercare team to establish a single coordinated approach to post-occupancy support and defects monitoring. Our involvement continued beyond handover, providing the client with performance monitoring and feedback sessions to confirm that the building met operational expectations.
Alexandra Palace East Wing
ARC Resolve delivered the award-winning £27m restoration of Alexandra Palace East Wing.
Emily Lodge Short Breaks
ARC Resolve managed the delivery of Emily Lodge for Surrey County Council, a short-break and residential facility for vulnerable adults with learning disabilities. Sustainability was integral to its design and operation. The scheme incorporated biodiverse landscaping with swales, sensory gardens, rainwater harvesting gardens, and native planting to enhance wellbeing and wildlife value. Material selection focused on durability and low maintenance, including timber frame, recycled aggregates, and low-VOC finishes. Sustainable MEP systems were allowed for including solar panels, ventilation and heat recovery systems, Building Management Systems with smart technology, and air source heat pump system. The project contributed to Surrey’s Tree and Climate Change Strategy, supporting the county’s net-zero and biodiversity targets. The result is an inclusive, energy-efficient building that has helped reduce operating costs, balances operational performance with ecological enhancement and user wellbeing, and achieves true net zero carbon in operation with all measures offset on site with sustainable green energy systems.
Local Enterprise Partnership
SSLEP struggled with managing major investment programmes due to project delays, vague milestones, and underused government funding. Decision-making lacked independent business case reviews. Drawing on our experience in public and private sector programmes, we introduced monitoring reports, deep dive reviews, and a transparent assurance framework—tools that became operational templates. To maintain Government credibility, we ensured independent scrutiny and led detailed project reviews, supported by our property and development expertise. Our involvement enhanced accountability and performance. Both SSLEP and Government acknowledged our role as “highly effective supporters of change and improvement,” recognising our contribution to driving better outcomes and restoring confidence in programme delivery.
Student & Staff Lived Experience Project

The Issue
Services did not equal their counterparts and the campus was caught in a catch-22 of not enough demand to warrant service but not knowing that need and demand if the service is not provided. The client wanted to find the right way to balance cost and demand whilst prioritising experience (and where necessary subsidise to a reasonable level).
Students were beginning to vote with their feet – opting for accommodation off campus and commuting to the campus which risks further the cohesion of a campus community. In addition, increasingly poor attitudes to academic life amongst students was being reported.
The Solution
Improve the staff and student experience right across the University with an overall campus experience for all.
The Assignment
ARC Resolve Ltd reviewed existing estate strategies to establish a potential order of activity for areas for intervention and investment. This involved providing robust challenge to prioritise what would enhance and improve and be clear on benefits and value add of actions – evaluating them against one another.
Our work included an analysis of societal and demographic changes and how they may create different expectations and needs. We also asked current students (and staff) their perspectives and explored what student alumni might identify based on their experience.
We benchmarked against comparators and explored options for external funding and partnership to support the experience.
The Outcome
Our report and action plan set out clear recommendations for short, medium and long term cost effective actions to improve the campus experience. We are delighted to confirm that our client is implementing these actions and feedback, so far, from students and staff is positive.
